美國和俄羅斯都是聯合國「不擴散核武器條約」的締約國，冷戰時期，美國與前蘇聯的軍備競賽採「相互保證毀滅」策略，到了老布希時代，美國採不再製造新核彈頭的政策，直到2010年美、俄雙方簽訂「新戰略武器裁減條約」（ New Strategic Arms ReductionTreaty ），雙方同意，兩國在2018年2月前，都要達到部署不超過1550枚戰略武器的目標。
